PPWR declarations of conformity

Since 12 August 2026, all packaging placed on the EU market must meet the Packaging and Packaging Waste Regulation, Regulation (EU) 2025/40 (PPWR). The company whose name or trademark is on the packaging is its manufacturer under the regulation. For each packaging type, that company checks the requirements, keeps the technical documentation and signs an EU declaration of conformity. Passports › Packaging is where you do all three. This article is for the people who handle compliance and packaging.

Who signs the declaration

If your brand is on the box, the bag or the label, your company is the packaging's manufacturer under the PPWR (Article 3(1)(13)), even when a supplier makes it. There is one manufacturer per packaging, and one declaration per packaging type.

The exception: a micro-enterprise (fewer than 10 people and at most €2 million turnover) whose packaging supplier is in the same EU country can leave this to that supplier.

Add a packaging type

  1. Go to Passports › Packaging and click New packaging.
  2. Give it a Name, an Identification (a type, batch or article number that's printed on the declaration) and a Kind: sales, grouped, transport or e-commerce packaging.
  3. Click Create. The packaging opens in the editor.

One packaging type is one declaration. Sizes that use the same materials and suppliers can share one; say so under Additional information.

Describe the packaging

  • Details: switch on Reusable for packaging designed to be refilled or reused many times, and In contact with food for food packaging. Each adds the checks that apply.
  • Components and materials: one row per part of the packaging unit (the box, inserts, films, labels, tape), with its material, weight in grams, recycled content and supplier. The total weight and the recycled share of the whole unit are worked out for you.
  • Substances and design:
    • Heavy metals: lead, cadmium, mercury and hexavalent chromium added together, in mg/kg, from a test report or supplier declaration. The limit is 100 mg/kg (Article 5(4)).
    • PFAS: for food-contact packaging, below 25 ppb for any single PFAS, 250 ppb for their sum and 50 ppm total fluorine (Article 5(5)).
    • Designed to be recyclable: you confirm the packaging is designed for material recycling (Article 6(1)).
    • Meets the re-use requirements: for reusable packaging (Article 11).
  • Declaration details: the standards and test methods used, other EU acts the declaration also covers (for example the food-contact Regulation (EC) No 1935/2004), and additional information.

Click Save at the top of the page.

Add supporting documents

Under Supporting documents, click Add documents to upload your suppliers' specifications, test reports and declarations of compliance (PDF, JPG, PNG or WebP, up to 20 MB each). Together with the packaging's page, they are the technical documentation that authorities can ask to see (Annex VII).

To save typing, click Fill in from documents. Veribl reads the documents and suggests the components, the heavy-metal result, the PFAS result and the standards, each with the document, page and words it came from. Check them and click Use these values, then Save. Nothing is saved until you do.

Ask your packaging suppliers

Under Supplier requests, click Request from supplier and enter the email of the company that makes a part of the packaging. They're asked for the component they make, its material, weight and recycled content, their heavy-metal results (and PFAS results for food-contact packaging), and the standards they used. They answer on Veribl DPP and can upload their documents.

When they've answered, click Review. Approving it:

  • adds their component to the packaging, or updates the component with the same name
  • keeps the highest heavy-metal value any supplier reported, because the limit applies to every component
  • adds the documents their answers came from to the supporting documents

Sign the declaration

The EU declaration of conformity card lists every check that applies to the packaging, with what's still missing. When every check is met and your changes are saved:

  1. Click Sign declaration.
  2. Enter the name and function of the person signing, and the place of issue.
  3. Confirm that the packaging meets the applicable requirements, and click Sign.

The declaration opens in a new tab, laid out like the model in Annex VIII of the regulation, with your company name and address from Settings › Company. Choose a language at the top: all 24 official EU languages are available, using the regulation's own wording. Click Print or save as PDF to send it to importers, retailers or authorities.

Each signed declaration is kept as it was signed, with a fingerprint (SHA-256). Keep declarations and documents for 5 years after the packaging is placed on the market, or 10 years for reusable packaging (Article 15(3)).

When the packaging changes

Editing a declared packaging, or adding or removing a document, marks it Changed since declared. Sign a new version to cover the change (Article 15(4)). The new version replaces the previous one, and the previous one stays in the list.

A packaging with a signed declaration can be archived but not deleted, so its declarations stay available for the retention period.

On a product's passport, open the Packaging tab, tick the packaging types it's sold and shipped in, and click Save packaging.

The PPWR – Packaging declaration of conformity rule on the passport Checklist shows whether every packaging the product uses has a current declaration. It's a document you keep on file: it doesn't appear on the public passport and doesn't count toward the passport score.
